Would there be many people my level for me to group with? Or is everyone maxed level by now.

To answer your question no, people make new characters all the time and it also depends on what server you join.
BUT my advise to you from a former wow player is do not waste your time with this game. I played a lot last year and was able to make a level 80 somewhat geared Paladin and even played a little this year thinking it would be different making a Level 20 Mage.
You will regret paying for the games and expansions, which will cost you roughly 80 bucks, plus $20 activation fee PLUS the $15 monthly fee (or you can pay more up front for longer a longer time that gives you a slight discount.
But heres a list of why I think the game is a total waste of time:
1. Leveling is a lot of fun but once you get to level 80 (at this point the highest level) the game pretty much died for me anyway. All you can really do that is meaningful is raiding and doing dungeons. Both of which you need groups in order to get anywhere and finding groups usually takes a long time, which just leaves you there waiting and waiting which is very boring
2.Most players that I’ve met (i can’t say this about all players) take the game way too seriously. If you “screw” up in any way they all flip out and start harassing you which is just plan annoying.
3.In order to make any money to buy your character good stuff requires you to either do a ton of quests or “farm” (mining herbalism est) BUT in order to “farm” you have to make your character a master of that particular skill which takes even more time (takes hours upon hours believe me) and even when your character is a master of that skill you have dozens of other people farming in the same area because only certain items sell in the auction house and only 2-3 places hold those valuable items that dozens of other players are farming—-It takes a very long time to make any kind of money.
4.Its hard to solo. If you had the idea that you can solo the game think again. You can solo somewhat with either a Hunter or Warlock but at some point or another to get the good items in quests your going to need help and that takes even more time to find someone willing to help you.
5.Once you hit level 80 you aren’t even good compared to other characters. Once you hit level 80 you need to start getting the “purple” armor to even consider taking on other level 80 characters. And the only way to get these items are either buying them in the auction house which costs a lot of $$$$$$ and dungeons and such which you need large groups in order to be able to complete them. This all takes a lot of time to even organize. And your team mates are looking for high level armor as well so even if you do find some good stuff you have to compete with them in order to get it.
6.Moving from location to location takes a VERY LONG TIME you can spend up to 30 min just traveling to one location to the next especially if you have never been there before so you cant fly there. and you can only fly in the expansions. everywhere ells you either have to find a flight master or ride your horse.
I hope I have given you some points to consider before you spend too much money on a game that just isn’t that great.
If you want to play a good MMORPG I suggest you look into Star Wars The Old Republic, it doesn’t come out until 2011 but it is going to blow WoW away.
People ALWAYS make new characters to get more level 80′s.
You will find plenty of people to group with via dungeon finder (level 15+)
But people quest by themselves, cuz it’s much much faster unless you are doing Recruit-a-Friend with someone.
Your social life will be pulled in the black hole known as, WoW. Play another one of Blizzard’s games that will not be too addicting like StarCraft 2.
Real question: yeah people make new accounts all the time and there are new players that just started.
Now, I don’t know much about WoW, but, my brother used to play it. People are joining every day. It would be very rare to NOT find somebody your level.
New people are constantly joining, and old players are constantly making new characters. There’s huge numbers of players being created every second.
That said, don’t do it.
there are always people going on constantly and others making new and to make it easyer u can just go to a recamended place for new players for u to group with
lol people always want lots of 80s dont worry as soon as you start on a well populated realm you will see lots of people starting right in front of your eyes
